President All J&K Shia Association Writes to Bihar Chief Minister Over Hijab Incident

Srinagar, 16th Dec 2025: The General Secretary of the Jammu and Kashmir Peoples Conference (JKPC) and President of the All Jammu & Kashmir Shia Association, Molvi Imran Ansari, has formally written a strong-worded letter to the Hon’ble Chief Minister of Bihar, Nitish Kumar, expressing grave concern and condemnation over the reported incident in which a woman doctor’s hijab was forcibly removed on a public stage.

In the letter addressed to the Chief Minister, Molvi Imran Ansari wrote that the act was deeply hurtful, unacceptable, and in clear violation of the democratic and constitutional values of India. He emphasized that such conduct does not befit a person holding a high constitutional office and sends a disturbing message to minority communities across the country.

He added that Bihar is home to nearly 17 percent Muslim population, amounting to more than two crore citizens, and reminded the Chief Minister that as the elected head of the state, he represents every community without discrimination. “The Chief Minister belongs to all citizens, irrespective of faith, gender, or political affiliation,” the letter stated.

Molvi Imran Ansari said that the issue is not political in nature but concerns the very basics of religious freedom, personal dignity, and respectful coexistence. He underlined that forcibly removing a woman’s veil is a direct affront to her faith and personal choice, and is wholly incompatible with the spirit of India’s democracy.

In his communication, he wrote that Islam accords dignity and empowerment to women, and that the hijab is a religious obligation rooted in faith, modesty, and self-respect, as guided by the Holy Qur’an. He further added that the woman involved was a doctor a symbol of education, service, and empowerment and that subjecting her to public humiliation only deepens the gravity of the incident.

Molvi Imran Ansari said that India’s Constitution guarantees freedom of religion and the right to practice one’s faith without fear or coercion, and any action that undermines these guarantees must be unequivocally condemned. He warned that such incidents weaken public trust and harm the fabric of communal harmony.

Concluding the letter, he wrote that an unconditional public apology from the Chief Minister is imperative, along with a clear assurance that such violations of religious dignity will not be repeated in the future. He stressed that accountability and acknowledgment are essential to uphold constitutional morality and restore confidence among minority communities.

The JKPC and the All J&K Shia Association have reiterated that they will continue to stand firmly for constitutional rights, religious freedom, and the dignity of every Indian citizen.
